That's often a problem with those 'one wire' alternators. If you can find a smaller pulley to fit the alternator you can try that (one wire alternators have gotta be spun faster than the 3 wire ones to get them turned on). If that doesn't work, you could rig a permanent push button-controlled "exciter" line to the alternator. Mount the button in the dash and push it momentarily after the motor is running to to wake up the alternator.
