I am in Mich. too.
If the impluse on the mag is not working it will be in full spark advance while trying to start, you should hear the impluse snap while cranking. If not E-mail me and maybe I can help. You are right about brake, only thing I can think of, is give yourself room, the shaft goes from the far right to the center of tractor. I hope this helps you. JLE
