There is an orifice in your regulator valve that will get plugged with foreign material and act like this. It is in the regulator and safety valve block right in front of the shifter and under the valves themselves. If your engine is pulling down and you move your Hydra-Touch valve one way, the motor winds up a little while the hitch is moving and then pulls down and stays down when the hitch stops, there is a good chance this orifice is plugged. This orifice has a tubular screen built onto one end. The trouble is, if a piece of grit gets through the screen and plugs the orifice and you blow it out, it will be trapped in the screen and will plug the orifice again. If that is the problem it is best to replace the orifice, about $30. Also check the adjustment of the linkage between the cylinder and the Hydra-Touch valve. There are some gears in the back of the Hydra-Touch valve and I have seen the roll pins that secure them shear and the pump will remain on high pressure. Operating the tractor in this high pressure condition will cause very high temperatures and further damage.
