If I am understanding what you said, no leaks found until you bolted the head back on, then it leaked. Have heard of cracks that will not show until heated or under pressure. Sounds like you have a crack somewhere. Might want to call another shop and ensure that 40psi is enough to find a leak. It could be that torquing the head down distorts things enough to open up a crack somewhere. Under operation, as the motor gets hot the crack would open up farther. Don't have an easy answer for this one. I would ensure that the head is indeed alright. If so, sounds like the block might need pressure tested. Good Luck.
