The battery and coil ignition is an aftermarket add on, as someone has mentioned. Very common. THe engine in your tractor is set up for high compression gasolene (such as it was in those days) and probably got the dipstick because there was no need to drain unburned kerosene/distillate through the draincocks (thats why the tractors that have drain cocks have them).
