I replaced the clutch in my 48 Super A last spring. My old TO bearing was identical to your old one. I was told that it was graphite impregnated for lubrication and did not spin. I couldn't argue, it was obviously a solid chunk of metal. My new replacement bearing was what we all think of as a TO bearing, that is to say a real sealed ball bearing. I had to buy a new carrier for this one, and have the bearing pressed onto it. The carrier and bearing together looked just like your new one, except that mine turned. Is it possibly that your bearing is just really tight? Maybe it has sat on a shelf to long and the grease hardened. I'm kinda grasping at straws here but it looks to me as if it should turn. I say that just because mine did. Be careful and check it out really well. You don't want to have to split that tractor all over again.
