Does choking it help? If it's running too lean, it should help. How many turns out are the adjustment screws on your carb? The main jet should be out about one and a half full turns from the seat before doing adjustments. Have you looked for leakage into the intake manifold? This can cause the tractor to run too lean. If you don't see anything obvious, a test is to CAREFULLY feed unlit propane from one of the small bottles used to sweat copper fittings over the surface and gasket areas of the manifold and see if the engine evens out at some point. If so, you've likely found a leak. Best do this outside. Let us know how you make out.
