Take a look at the switch. There is an insulator material inside that prevents the contact strip from touching the case of the starter switch. If that was worn, it could touch. Also, ther is an insulated washer assembly to insulate the cable stud from the switch case, and that can deteriorate, or get broked if over tightened. My cub was like that, and I put a new switch on it. If you dont like the looks of a new switch on an old tractor, you can take all the new insulating stuff out of the new switch and put it in the old switch, and rebuild the old switch with the guts of the new switch. The disconnect switch suggestion is a good one, if you dont mind the looks of it. I ususlly keep the ground strap at the battery untightend, and can yank it off if necessary.

Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
