Farmall M narrow front question

A few weeks ago we rebuilt the front of our M to eliminate the wheel shimmy for a while. We got the front of a neighbors parted out M and made a tighter one out of the two, and some new bushings. In our adventure we ran across an angled shim between the spindle casting and the shaft. It seemed like it kicks the wheels forward. We left it out. Was it to suppress the shimmying or what. It looks like it is factory made.
