Cub govenor/carb needs adjustment?

my61 cub has recently started having promblems with the govenor(sp?). It races and releases while at idle and also under a load. The problem is that it doesn't do it all the time. I'm a newbie with mechanics so any ideas/fixes would be appreciated in spades!
