Thanks for the suggestion. The weights are new. I bought them from IH last year and paid $35 each for them! The springs I got were too strong and did not give me enough advance so I am using the new weights and the old springs.

It seem seems the backfire and run-on problems have to do with the idle level. I have done my best to get it down by adjusting the thottle linkage and the idle screw and it has improved. Idle screw does not make much difference in the setting so I still think the thottle is still not fully retarded.
