Paul - That shim should be set with the thick end to the front. The shim on mine has the word FRONT cast prominantly into one the machined mating surfaces - you can't miss it! Purpose of the shim is to put a little positive caster into the front wheels, making steering effort easier and making the steering tend to be self-centering. If you put the shim in fat end to the back, it makes for negative caster or "flop steering" situation - wheels want to flop either side of the straight ahead position. This can eliminate shimmy, but makes for very difficult steering and a tendency for the steering wheel to suddenly and forcibly spin to the left or right upon encountering any small obstruction, exactly as you have discovered. This can be downright dangerous in road gear!
