Emergency Brake on an IH 684

I have an IH 684 tractor and it has a pull type emergency brake. It has never worked real well, doesnt hold the tractor unless you pull on it real hard, but then it just got real loose and does not do anything now. I figure the cable broke or something inside broke. I have not had time to look at it much but was wondering if anyone had worked on these things before and could give me an idea of what I need to do to fix it. Someone told me I may have to split the tractor to fix the brake. Is that the case??? If it is I will get a chunk of wood for the tire till winter. Thanks for the help.
