This might ruffle some feathers, but the amount of toe-in is purely arbitrary. It is there to make sure that when the slack in the steering is all pushed one way by rolling resistance, both wheels run STRAIGHT, and do NOT toe out. That said, the amount of toe-in required will depend on the condition of the steering, in general. What makes the wheels wobble is probably because they are effectively toed out while moving, even though they may seem correct while stationary. When they are wobbling, they are trying to decide which one will steer and which one will scuff. The answers so far have been right on...but the amount of toe-in will have to be determined by experiment. Older equipment requires more. While measuring, it would be a good idea to scribe a true line on each (jacked up) tire by spinning it and holding a scribe against something solid. This will eliminate any runout in the rims and tires. Haas's idea of 1/4" to 1/2" is probably very close.
