Loosen the 4 bolts on the hub till you have a good wobble. Lube the axle with diesel or whatever grab the bottom of tire and pull an let go pull and let go it will take a series of pulls. If it has more than 4 wheel weights take these off first. Then just roll wheel ahead and set it against grill or around back of tractor and rest it against other wheel. then pull dust cap off and see what is happening.
