For the two tractor projects I have done, I unbolted the rods and then placed an oak 2X2 at the end of the rod that was then exposed and on top of a hydraulic jack. Upward pressure was applied until the front of the tractor started to come off the ground. By doing this and then removing the jack and bashing downward on the piston top with another 2X2, I was able to slowly get the piston to move first down then up. I found it very useful to measure between the piston top and the top of the block to keep track of any movement. I used PB Blaster too but don't know if it helped or if it was just ready to come out anyway. I hope this helps. Good luck!
