It's kind of hard to tell in photo, especially with some fluid on top of the pistons (and not knowing how much), but it appears cylinders 2 and 3 are almost down, and 1 and 4 are almost up. Lower cylinder in top photo looks pretty rough. Just guessing the rough area is about midway down. Probably causing a drag on the rings at midway of that one cylinder.

Drop the pan. Disconnect that cylinders rod from the crank. And then I'd just completely remove that one rod and piston. Turn your hand crank. See if the drag at midway is gone. If it is, then you know it has to do with the roughness of that one cylinder.

Cylinders are easier to hone with the piston removed. Actually, I never hone one with the pistons in and down. It's kind of a no no anyways, to just hone part of the sleeve. The part that you can expose with piston just down. A sleeve really should be honed the entire way, top to bottom.

I'm thinking you can probably hone enough of the roughness out of it with some severe honing, to not feel a drag at midway. But the problem is, you'll only be lessening the drag, but making that cylinder more sloppy at the same time. The more carried away you get with the honing, the more sloppier the bore is gonna be.

As many of these tractors as you fart around with, I'm suprised you don't have some parts tractors around. This would be a good place to put an individual sleeve and piston out of another tractor. That is, if you was wanting to avoid buying a new sleeve and piston set. Which I presume you don't want to do.

You could just put it all back together after doing all of that honing. But compression might not be all that good on that cylinder. And it'll probably burn some oil.
