Does black smoke come out the muffler when that happens? Sounds like the carb float is set too high and flooding it out. Try resetting the float level to the correct specifications and see what happens. Remove the float and shake it to see if it has gas in it. If it does you will need a new one. Also check the needle to make sure it is in good condition and not grooved. Good luck.
