Farmall 450 IPTO

Recently bought a 450 with IPTO. The manual says on tractors with independent power take off there is a seasonal shifter lever on the bottom of the clutch housing that you can unbolt, turn and rebolt permanently in the other position which will dis-connect the power take off. This would be useful if the IPTO is not used often and you don't want to stop the PTO using the PTO clutch lever, since in this position there is more wear on the clutch throw out bearing. Well my tractor has no such shifter lever, just a flat plate on the bottom of the clutch housing. Were all tractors with IPTO supposed to have a shifter lever and how difficult would it be for me to install one? What would be a good reason for this lever to have been removed?
