What should I offer for a Super C

Found one in a barn yesterday here are the vitals, Not stuck I turned it over with the crank, Tires flat but 75% no weather cracking, gas tank is varnished inside, usual paint flaking no real bad
rusting, sheet metal is fair. This tractor is complete, without hearing it run whats it's approximate value and if I canget to run on site
how much more should I offer. Thanks for any imput
and all help is appreciated.
