Before adjusting governor, make sure you have all the parts on your throttle linkage. I was just fixing the same problem you have and found out one of the springs was missing. I replaced the spring and it was close enough to what it should be and didn't need to touch that part, but I have a surge problem that I need to adjust with the screw below the governor...
