The grass board is to turn the cut next to the uncut grass away from the uncut grass, so that it does not clog the sickle on the next pass. If the rod you are talking about is the rod that goes one side toward the tractor, it is just to push the grass away from the pitman rod, again to prevent or minimize clogging.
