It does sound as if the piston seal is leaking, the oil won't come out until the piston is pushing it out. If you have dirt in the cylinder it WILL destroy the sealing ring, more likely you have rust in there which is worse. I'd take the cylinder apart and get all new seals, orings and such. Take a cylinder hone to remove the dirt/rust you'll probably need to extend the hone's shaft somehow. Only hone lightly, you don't want to remove anymore than necessary and thoroughly clean all parts.
You shouldn't need any return line as the H's hydraulics use only one hoseas supply and return. The port you refer to as the return port should have a vent plug installed this will keep out the dirt and moisture and allow the air to go in and out as necessary, and make sure the vent hole isn't pointing at you while sitting on the tractor,don't ask how I found this out.
I just went thru all this with my H recently, with a cylinder bought at a scrap yard.
you should be able to get the seals from a local hydraulics repair/supply outfit. they should be relativly inexpensive ( mine cost about $10.00 for every seal in 1 cylinder !)and now it doesn't squirt oil all over the neibors car anymore! this can be embarassing!
