I think I would replace the float. IH dealer should be able to get them along with a lot of after market places that advertise in Red Power Magazine. You might also check float setting, should be 1 5/16 inch from bottom of casting to low point of float in shut off position. Other thing is sometimes the float will hang up on the center part of the carburator so check that. The pin the float swings on sometimes gets worn also and causes it to bind. I got a carb kit from Napa and found the needle and seat supplied was shorter than the old one. Good luck on it. They are a bit pesky to get set right.
