The flywheel on my '47 H is factory balanced. The drilled holes are under the pressure plate. There are three of them and they are in the same bolt circle of the six pressure plate bolt holes. If you haven't been dissuaded with welding things together, make sure all holes are cleaned out before putting things back together. From a design perspective you shouldn't be expecting a weld to hold that much mass spinning at those speeds. The minute vibrations, even with things dynamically balanced, will be enough to stress the weld. A circumferential weld is always experiencing shear stresses - the weakest and most unpredictable. The interference fit is good but things should be bolted up tight. I have never seen an application where an engine flywheel was welded. That doesn't mean there aren't any, I just don't know of them. It could become a fatal flaw.
