I have had the same problem "sort of". I've got a utility that has a rim that has loosened up from the 4 tightening bolts, the locks on either side seem impossable to loosen, though they are loose the retaining bolt in them is very tight. regret that I might break the bolt and then ? were your tightening bolts " Jam nuts" difficult to move? did you have to heat them up to get them so as to tighten them? on the other rim someone before me has already broken the bolts to the locks so they'll have to be drilled out and replaced, don't need anymore of a mess than I have now. thank you for any info.
