Put your voltmeter from the hot side of the points to a good ground (not on the distributer itself). Pull the coil wire to the center of the distributer off so it can't start. Crank the motor, by hand if you can, if not use the starter. Watch the voltmeter. It should alternatly show 12.4 volts and then zero volts (or close to it). If the volts remain steady, the problem is in the points, if the volts go up and down, the points work and we should look somewhere else.
