PTO Slip Clutch - just clicks away under load

Ok, put on the PTO Slip clutch on the H, no problem, inserted the pin, then the two grease fittings, cut the plastic drive cover over the mower shaft to the right length, hooked everything back up and no real power to the rotary mower now - you hear the clicking of the slip clutch, and the blades on the mower moving at about 1/2 speed. Picked the clutch up at Farm and Fleet - are their "different" slip clutch models? Neighbor thinks the problem is the slip clutch is set for light loads, which is the case would be for a garden tractor. Any thoughts?
