If the bushing is there, you would not know it unless you take the seal holder off. Then you can slide the bushing off the shaft. The bushing (or spacer) is on the shaft between the ball bearing and the belt pulley and it runs against the seal. I suppose it may get stuck on there so could be hard to get off. If the bushing is missing, there will be a space between the seal lip and the shaft. Sounds like yours is OK. I don't have an A, but I think the C is the same. The part number for the C is 43630D. The parts book calls the part a spacer. If the seal is leaking because the bushing is worn, it would be easy to replace the bushing which would renew the surface that the seal runs on. Your leak could also be caused by a worn bearing, allowing play in the shaft that the seal can't handle.
