First, you did pay attention to the alignment marks when assembling the crank, cam and governor gear? Single dot on cam and crank gear, double dot on cam and governor gear. Also make sure rocker arms are adjusted, I assume you do have good compression? If so, next check the Flywheel (front pully didn't get used for timing until aprox the 140/240 series) for a very faint mark that reads "DC1-4". It means that's Top Dead Center for cylinder 1 and 4. Put a paint or silicone smear on it to be easier to find. Rotate motor with hand crank watching valves on number 1. When the intake valve has just closed the DC1-4 mark should be at the bottom and that will mark number 1. Install distributor with rotor pointing to number 1. Firing order is 1-4-3-2 going around the distributor clockwise as viewed from the seat. Number 1 is usually marked on the cap and typicaly goes upper right, again as viewed from the seat. Stan(VA).
