H starter trouble??

Today when I hit the starter button nothing happened. I assumed the battery had gone dead so I put it on the charger. Using the 50amp boost I hit the starter button and the starter makes a humm like its stuck?, Took off the charger hit the button-no humm. The charger says the battery has good charge. I was able to turn over the motor by hand with the tractor in gear. Is my starter bad? Or should I be looking at something else?
