Don't believe anyone gave you the info that the fan pulley is a split pulley and the tension on the belt is adjusted by moving the pulley halves together/apart. This is done by turning a threaded hub on the front of the fan pulley. It is held in place with a set screw that must be loosened before you can turn the hub. If it's been a long time, it will take some time, effort and penetrant to get it loose. You must get it loose in order to put the new belt on and adjust tension. It can be done without removing the radiator, but if rusted, etc. it might be easier to take off the radiator to free things up.
