Coulc be carburator or governor or both, as other posting said carb kits available at NAPA. Could be governor spring or weights and pins or bearings in governor. Governor easy to check just open side plate and see if things move freely. Also governor may not be getting oil from engine, happens in these old tractors sometimes. There is an oil passage in the upper inner corner of governor housing that lets oil in from engine. If hasn't had regular enough maintanance this might be plugged. Can't hardly clean it without pulling governor off. Have heard suggestions of running a small line from the oil pressure outupt to a fitting tapped into the top of the governor housing. Other thing is the tube that runs from the governor to the carb could be sticky and not allowing shaft to turn inside.
