Will it sounds like you are not getting airflow through the radiator core. Your radiator core tubes might be packed with dirt, between the tubes, not allowing air to circulate around the exterior of the tubes. This happened on my Grandpa's H. Ernie had pulled the thermostat, drained/refilled the system and still couldn't figure why it was running hot. I had him shine a flashlight from the backside. I couldn't see any light at all. We took a hose and washed out an incredible amount of dirt, chaf, etc. that had built up between the tubes!!
