Cub Lo-Boy 154 Headlamps

IH Lo-Boy 154 Head lamps Look Dim? The lights did not work I installed new fuse holder & I cleaned the contacts on the rotoary switch and the lights turn on but, they look dim. There is a coil wire (resistive Wire) on the back of the switch across the HL terminial and the INS terminial from factory it gets hot and the lights come on but they look dim. I check the manual for the correct termination and it looks good. To check them I hot wired the lights and they get bright. The head lamps are 12 Volts rating. Did the Manufacture make the coil to reduce the voltage to the lamps so they would last longer or do I have a short inside the switch
