Like Vern says, disconnect the rods from the levers and see what is stuck. If it is the levers, loosen the tension nut that is on the outside of the lever shaft, use a lot of penetrating oil and work it loose. Then adjust the tension to give the proper amount of resistance. If the problem is in the touch control unit you have a bigger problem.
