There are a couple things that might be going on here, and most have been addressed. There is no reason that your M should not lift your haybine. First check your spring assist for adjustment on the haybine, the mechanical advantage they provide is essential. I would also be curious as to the diameter of your cylinder. Often times without realizing it, people buy a cylinder on an auction thinking "it worked for the other guy" without realizing he had high pressure tractors. You would need a 3" diameter minimum. Only after addressing these 2 items would I go into the pump. I suspect your pump is good because you mentioned the tractor laboring when the both lines were hooked up to pressure. Good Luck
