I think you need to re-adjust the governer per the manual. Then check for binding in the linkage. It is an interesting question. There is no spring pulling the butterfly shut. The shaft is free to rotate in the unloaded position. I had to go out and look. With the throttle in the slow speed position, my C's have a loose rod between the governer and butterfly, that is, I can move it freely for 1/4 inch or more before the governer offers resistance. They idle down well, so I have to assume the butterfly gets pulled shut by engine vacuum. I would still suspect binding in your linkage, maybe the sleeve bearing on the carburetor end of the governer.
