Chris - Sounds like there's a wiring error at the light switch, or the switch is assembled wrong. I'm not familiar with the 154, but it's predecessors are equipped with a 3-position (Off-Dim-Bright) light switch. It works like this: In the "D" position the resistor is connected in series with the front lights reducing the voltage and causing them to burn dim. In "B" the resistor gets bypassed and full system voltage is applied to the front lights. (The rear light is fed full voltage in both "D" and "B" positions - i.e. it is not dimmed when the switch is in "D") A quick fix - presuming you don't want the "dim" light setting - is to simply remove the resistor coil, then connect it's two terminals at the light switch with a jumper wire (short piece of #14 wire). The lights will now burn bright whenever the light switch is on.
