Tr, the H governor should be similar to the 9 series. With the engine off, remove the governor side plate and look at that bottom horizontal bolt. It might be screwed in too far resulting in the fast speed. Turning it counterclockwise will slow down the engine speed. If that appears similar to this picture, Unbolt the carb from the manifold but leave it hooked to the governor shaft. Work the throttle lever up and down and see if the butterfly in the carburetor is opening and shutting. Let us know if this helps any.
