Texas Red, I've seen dirt and grease build up behind the governor lever that interferes with the movement of the lever. I also had an M that reved wide open ,unresponsive to the throttle, the governor-carb connection was full of dirt. As the Red says check for butterfly movement in the carb and then you'll know...Good Luck
