Matt, The cause of wobble on your H could be a worn steering sector gear and/or worm gear. To check for wear, remove the hood,grille and the plate on top of the front steering bolster. Turn the steering shaft back and forth by hand and see how much play there is between the sector gear and the worm gear. If your steering wheel will move 1 to 2 inches without moving the front wheels you'll have to replace one or both of the gears as IH does not have any provision for taking up the slack when the gears wear.
