Cub clutch adjustment

I have my friends yellow and white cub in my shop trying to adjust the clutch. I have the inspection plate off under the bell housing, the cotter key, and pin out of clutch shaft where it attaches to the throw-out bearing, and the clutch shaft loose. I can not turn the clevis at the end of the shaft. Is there a lock nut that is preventing it from turning? Not that I can get my hand in the hole, but I don't feel any threads on the shaft. Do I make the adjustment there, or do I adjust the 3 clutch dogs the throw-out bearing engages?
