Go to your favorite motorcycle shop and ask for a product call "Kreem" . It comes in a 3 part kit that 1) eats away the rust, 2) rinses out the acid, and 3) coats the inside with an epoxy like sealer. One jar of the sealer is enough but the one jar of acid wash may not be enough since it's for a motorcycle tank. It may be possible to get the acid wash separate as I have seen the coating sold separately.The acid wash is phospheric acid (if I spelled it right) which you can get at a good hardware store. The rinse is acetone. You could try Navel Jelly or the phospheric acid as a pre-treatment and perhaps make one jar of the acid wash work.
