Super C will only idle

Just bought my 1st tractor. Has a problem, I can push the throttle lever and the linkage moves up to the governor. I can manually move the linkage on the carburator and get a throttle response.I tied a string on the carb. linkage for a quick fix and for test drive purposes only. I need advice on a permanent fix.
