'45 B fouling plugs

I redid my 45 B a couple of years back, it only sees action in the local parades and an occasional trip to the grocery store(yes it really makes people talk!). Lately it wants to foul all the plugs with really black soot. It has good compression, carb has been rebuilt and it seems to shot a blue spark across the plugs. I did not redo the magneto, could the problem be in there? Any feedback that ya'll can give me is welcome. Stillcrazy near Indy
