how to get the steering wheel nut off a 300U?

My steering wheel on my 300U is in sad shape and I bought a new one to replace it. The problem is that the nut holding the wheel in place has rusted so much that I cannot even see the space between the nut and the wheel. It has rusted in place for sure.

How in the world would any of you approach this one? Cut it off with a torch?
