When I was a farm boy back in the 50s, one fellow that used to custom bale for us had and IH PTO baler that he pulled with a Super C. A Super C has quite a bit more power than a C. It was all the Super C could do to pull that baler!! I think most of the baling was done in low gear with us raking the hay in light windrows. I don't think you will be satisfied at all trying to pull a PTO baler with a straight C. It'll be slow at best. We never had our own baler, and later we used another custom guy that used a JD baler pulled by an Allis Chalmers WD-45. Now he did not have to go slow! That WD-45 thought that baler was a toy.
