The cutout is usually mounted right on the generator. It's a metal box about 3in X 3in square, about 2-1/2inches high. It keeps the battery from draining into the generator when the motor is shut down. It has only 1 coil and contact set inside. Battery charging rate is manually controlled by the operator with the 4 position switch mounted with the amp meter. That switch also controls the lights.
