need help 0-12 fuel pump

i have a 1938 0-12 but for some reason i am not getting any fuel up to the carb. when i unhook the lines it works fine the lines are not pluged but when i hook to the carb it seems it runs back to the tank and never goes to the carb is their some sorta check valve am i missing i am sure this is something simple and i am over looking it thanks for the help Rob
